Municipal governments like yours influence or control half the sources of Canada’s greenhouse gas (GHG) emissions. You’re also on the front lines of responding to severe weather events and other impacts of climate change. By taking action, you have the opportunity to save money in municipal operations, lower energy costs for residents and businesses and increase investment in the local economy.

The Partners for Climate Protection (PCP) program, from ICLEI — Local Governments for Sustainability (ICLEI Canada) and FCM, helps your municipality do its part. It consists of a five-step Milestone Framework that guides you as you take action against climate change by reducing emissions in your municipality. Together, we support municipalities like yours as they move through the Milestone Framework, whose steps result in lasting and environmentally sustainable changes in your municipality.

PCP membership is free and gives you access to tools, case studies, and other informational resources, as well as support from the PCP Secretariat and our Regional Climate Advisors.

Why become a member?

The Milestone Framework

The PCP program guides you through a five-step Milestone Framework to help you take action on climate change by reducing emissions in your municipality. From creating an inventory to setting and reaching your emissions reduction target, each step moves you closer to achieving that goal:

Milestone 1: Create a Baseline Emissions Inventory and Forecast
Milestone 2: Set Emissions Reduction Targets
Milestone 3: Develop a Local Action Plan
Milestone 4: Implement the Local Action Plan
Milestone 5: Monitor Progress and Report Results

Moving through these five milestones can save your municipality money, improve air quality, create jobs, and improve local residents’ health. We are ready to support you at every stage and even provide you with an online tool to help you throughout the framework.

Membership is rewarding and entirely FREE. We ask only that members do the following:

  • Move through the Milestone Framework within 10 years of joining
  • Report on progress at least once every two years, with our support
  • Email us if your contact information changes
  • Actively participate in program activities and share your experience with other network members

Join PCP in three easy steps

Step 1:
Download and print this joining resolution, and have your council adopt and sign it. It clarifies the responsibilities and requirements of membership.

Step 2:
Appoint one staff member and one elected official to be your main PCP contacts. Let them know they’re responsible for this file.

Step 3:
Email (or print and mail) your adopted council resolution, along with the staff member’s and elected official’s contact information to pcp@fcm.ca.

Join the members’ PCP Hub

You can reach your climate goals. Connect with your PCP peers to share knowledge and best practices, find resources and access expert support from the PCP team. You must be a PCP member or an approved organization to access the hub.

PCP Secretariat

PCP members are eligible for program and technical support from the PCP Secretariat.

Free support and services include:

  • Workshops, webinars and other types of training
  • Peer learning and networking activities
  • Opportunities to expand your local municipal network
  • Help accessing funding opportunities to support your climate change work
  • Technical information about the PCP program to help further your PCP Milestone progress
  • Assistance understanding the milestone completion and reporting requirements
  • Monthly drop-in meetings for members to easily access Secretariat staff.
