The Green Municipal Fund (GMF) is a $625 million permanent endowment from the Government of Canada to the Federation of Canadian Municipalities (FCM). GMF offers funding and knowledge to local governments and their partners for sustainable municipal infrastructure projects designed to support communities' efforts to improve air, water and soil quality and to protect the climate. Through GMF, municipalities have built better transportation assets; constructed efficient and resilient buildings; diverted waste from landfill; made previously unusable land available for development; and improved soil and water quality.
A key source of enabling funding for local governments, GMF grants are allocated to plans, feasibility studies and pilot projects, while below-market loans, usually in combination with grants, are allocated to capital projects. An efficient and rigorous process ensures that only the best, most innovative projects are approved. GMF has therefore been a test bed for some of the most innovative, cutting edge infrastructure projects in North America.
As an active member of the FCM Programs team, the Senior Manager, Knowledge and Sector Development will support FCM's overall role as a national leading municipal association and will promote the adoption of sustainable technologies, solutions and practices in the municipal sector. The incumbent will take a leadership role of a medium-sized team of employees responsible for the research and strategic analysis, funding offer design and knowledge and capacity building efforts of the Green Municipal Fund balancing the needs of the FCM's diverse stakeholders and areas of focus (Energy, Transportation, Water, Waste, Land-use and Planning). The incumbent will also lead the development of a vision and roadmap towards optimal environmental, social and economic benefits for Canadian communities of all sizes and regions across GMF's market segments. Within these focus areas, the incumbent will support the development and effective mobilization of a national network of partners; financial de-risking approaches; and supporting knowledge, decision-making and project execution tools to enable the accelerated transformation of the sector towards more sustainable practices.
- Oversee a team of technical, economic, funding offer development and knowledge mobilization experts and supporting staff in the development of the GMF's overall strategic capacity building, financing and financial de-risking approaches to accelerating the transformation of the municipal sector towards more sustainable practices. This includes ensuring that GMF programing addresses:
- The financial and decision-making risks faced by municipalities when undertaking innovative sustainability projects;
- The timely replication of solutions proven through GMF's program efforts;
- The needs of municipalities and other funders in Canada supporting and investing in municipal sustainability projects; and,
- The wide range of capacity levels and expertise available within municipalities of different sizes and regions.
- Oversee the development of roadmaps that identify the sector's challenges and the pathways to solutions across GMF's focus areas of Energy, Transportation, Waste, Water and Land-use and Planning.
- Oversee the development of tailored funding programs that address the highest consequence/most transformative opportunities for the municipal sector.
- Oversee the development of capacity and knowledge products that help municipalities and their partners to plan and execute environmental projects that address the highest consequence issues for the municipal sector.
- Lead efforts in establishing the business case and economic benefits of GMF funded solutions.
- Develop and maintain strong relationships with key FCM members and external partners working in the area of local sustainability to identify and capture synergies.
- Foster strong relationships with other FCM funding programs (MCIP, MAMP) and other key staff including Policy and Public Affairs.
- Ensure that GMF and the municipal sector have access to comprehensive technical and financial due diligence expertise and support network across areas of focus (Energy, Transportation, Water, Waste and Land-use and Planning).
- Oversee development and operationalize a strategy for optimal mobilization of GMF's capacity building and research products through the most effective channels (e.g. online tools, peer-learning networks, targeted training programs).
- Monitor and evaluate the evolution of best practices in the areas of focus.
- Lead, as required, research to advance public policy and government relations responses to GMF client and FCM member needs.
- Lead plans and activities within the Knowledge and Sector Development Unit, coordinating across other GMF units and FCM teams.
- Manage budgets (approximately $3-4 million in total (2018)) allocated to the delivery of the GMF Knowledge and Sector Development programing.
- Oversee the development of contents and programming for all GMF knowledge, technical consultation and capacity building activities, including the Sustainable Communities Conference (SCC) and Sustainable Communities Awards program and stakeholder engagements related to GMF's funding offer development.
- Foster strong relationships with current and potential funders to ensure sustainability of current and future programs.
- Formally manage staff and is involved in hiring, training, terminations, annual evaluations and the active management of performance.
- Other duties as required.
Knowledge and Experience:
- University degree in engineering, environmental studies, planning, business or public administration.
- Minimum 10 years of progressive management experience, including at least 5 years involving the management of complex multi-stakeholder programs.
- Successful track record in advancing innovative sustainable technologies and/or solutions in the municipal or private sector and understanding of associated challenges and risks.
- Experience with techno-economic quantitative analysis of environmental and infrastructure projects and management of feasibility studies and capital projects in the municipal or relevant environment.
- Experience in program design with focus on design, implementation and evaluation.
- Practical experience in managing complex projects involving a variety of stakeholder interests.
- In-depth knowledge of municipal/public policy, priorities, trends, delivery mechanisms and relevant federal, provincial/ territorial and municipal acts and environmental guidelines and regulations related to sustainable development.
- Strong knowledge of capacity building including leading-edge knowledge sharing tools, platforms and methodologies relevant to the dissemination of knowledge to municipalities and other GMF's stakeholders on environmental sustainable development.
- An understanding of the municipal sector's capacity building needs related to environmental sustainability and broader socio-economic issues.
- The ability to work in both official languages (English and French) is a strong asset.
