In January 2012, FCM welcomed an esteemed new chair and five new distinguished members to the Green Municipal Fund (GMF) Council.

New GMF Council Chair Raymond Louie, councillor for the City of Vancouver and member of the FCM Board of Directors, succeeds Karen Leibovici, councillor for the City of Edmonton and FCM's first vice-president.

Joining Councillor Louie are five new GMF Council members who are recognized leaders, innovators and champions of sustainability in the public, private, non-profit and environmental sectors. 

Our new members bring a significant depth of expertise on a range of topics, including sustainable community planning and implementation, climate change, soil conservation, innovative financing mechanisms, green buildings, sustainable infrastructure and public-private partnerships.

  • Raymond Louie

    First elected in 2002, Raymond Louie is now in his fourth term on Vancouver City Council and has been a member of the FCM Board of Directors since 2009.

    A LEED®-accredited professional, Andrew Bowerbank is a respected authority on green buildings, sustainable development, industrial design, and low-carbon economics.

  • Karen Nasmith

    Karen Nasmith

    Karen Nasmith is a LEED®-accredited professional, registered professional planner, and social entrepreneur with experience in climate change and sustainability.

  • Nirmalendu Bhattacharya

    Nirmalendu Bhattacharya

    Nirmal Bhattacharya is a professional engineer and registered planner who recently retired from the position of director of engineering and public works for the District of Central Saanich, where he worked as a municipal engineer and soil conservation specialist.
